2009 Editorial Advisory Board
William R. Basom is director, executive vice president and chief financial officer of Community 1st Bank, a de novo commercial bank established in 2007. Basom has more than 40 years in the banking industry beginning his career with Idaho First National Bank in Pocatello, Idaho. Basom earned a B.B.A. Degree from Idaho State University, and a post graduate degree from the Graduate School of Bank Administration, University of Wisconsin, as well as maintaining continuing education in various areas of financial modeling and systems analysis.
His community and professional involvement includes a past-president position for the Bank Administration Institute-Treasure Valley Chapter, past directorship for the Bank Administration Institute-Western Region, the National Association of Accountants and the Idaho Council for Economic Education. His civic contributions have also included the Bankers Roundtable on FDIC reform, the Idaho Council for the Advancement of Economic Education and Idaho Business Week (vice chairman).
Gregory S. Deckard is president, chairman and CEO of State Bank Northwest, which is headquartered in Spokane Valley, Wash., and has more than $100 million in assets and 29 employees.
James Hawkins Jr. is senior vice president and chief financial officer of Peoples National Bank, Colorado Springs, Colo. Hawkins received his Bachelors and MBA from New Mexico State University, Las Cruces, and is a graduate of the Graduate School of Banking, Madison, Wis.
Hawkins has been in community banking for more than 30 years with the majority of his career serving in executive management. He is active in the Financial Managers Society and has served in numerous civic and non-profit organizations.
Mark Humphreys has more than 25 years experience in banking, principally in commercial lending. He currently serves as the chief credit administrator for Summit Bank located in Eugene, Ore. Prior to joining Summit Bank, Humphreys held positions of increasing responsibility with U.S. Bank, Cincinnati, including assignments throughout Oregon as branch manager, commercial lending officer, commercial lending team leader and most recently as senior vice president and division senior lender for U.S. Bank’s community banking group in Washington, Idaho, Oregon, Nevada and California.Humphreys holds a bachelor’s degree in Finance from Oregon State University and graduated from Pacific Coast Banking School at the University of Washington. Humphreys’ community activities include serving on the Western Oregon University Foundation Board as its past chairman and serving on the board of directors of the Eugene Rotary Club.
Sandy Quatsoe is the vice president of marketing and advertising for Copper Star Bank, Scottsdale, Ariz. Quatsoe is responsible for the coordination, design and delivery of all advertising, marketing and collateral projects for Copper Star Bank.
With nearly 30 years of service in the banking industry, she has been involved with many different aspects of banking, with primary focus on operational processes, procedures, training and compliance.
